The SERU requirement, implemented on October 1st, 2021, ensures that all private hire vehicle (PHV) drivers in London possess a comprehensive understanding of crucial aspects related to their role. This applies to both new applicants and those renewing their licenses. In London, mini-cab drivers working for apps like Uber, Bolt or Addison Lee must be licenced by Transport for London.

▪ Legal Obligations: Understanding drivers’ responsibilities under the PHV (London) Act 1998, associated regulations, and relevant aspects of the Equality Act 2010.
▪ TfL Policies and Guidance: Familiarity with policies and guidelines issued by Transport for London (TfL) and other relevant entities specifically for PHV drivers in London.
▪ Passenger Needs: Recognizing and addressing the specific needs of passengers arising from protected characteristics under the Equality Act 2010 (e.g., disability, race, religion).
▪ Safeguarding: Protecting children and vulnerable adults from harm and abuse.
▪ Passenger and Driver Safety: Implementing measures to ensure the safety of both passengers and drivers during rides.
▪ Road and Vehicle Safety: Adhering to all regulations and practices concerning road and vehicle safety.
